## Position Overview: Secretariat and Substantive Support Staff
The Directorate is searching for qualified candidates to fill vital support roles for the SQTDP initiative. This position operates on a non-State Civil Apparatus (non-ASN) contract basis, making it an ideal stepping stone for driven professionals eager to work within a high-level government institution.

## Key Qualifications and Requirements
To ensure the success of this World Bank-backed initiative, applicants must meet specific academic and competency standards. Bappenas welcomes both experienced professionals and ambitious newcomers who meet the following criteria:
* Educational Background: Minimum Bachelor’s Degree (S1) in Urban and Regional Planning (Planologi) or Economics.
* Academic Performance: A minimum Grade Point Average (GPA) of 3.00 on a 4.00 scale. Fresh graduates are strongly encouraged to apply.
* Language Proficiency: Strong command of the English language, verified by minimum scores in one of the following tests:
* TOEFL ITP: Minimum 500
* TOEFL iBT: Minimum 80
* TOEFL Prediction: Minimum 500
* Professional Exclusions: Must not currently hold a State Civil Apparatus (ASN) status, nor be active members of the Indonesian National Armed Forces (TNI) or the Indonesian National Police (Polri). Candidates must also not possess a Civil Servant Identification Number (NIP).
Preferred Competencies
While the baseline qualifications are mandatory, candidates possessing the following attributes will be given preferential consideration:
* Demonstrated experience in relevant organizations, academic research, professional projects, or internships.
* Prior work experience or internships within Bappenas, the World Bank, or other international development agencies.
* Background knowledge in tourism, development economics, regional planning, sustainable development, public policy, or international development cooperation.
## Scope of Work and Responsibilities
As a Secretariat and Substantive Support Staff member, you will handle diverse responsibilities critical to the smooth execution of the program. Your daily tasks will encompass:
1. Administrative Excellence: Facilitating seamless administrative workflows and coordinating the day-to-day execution of the SQTDP.
2. Substantive Support: Assisting in the formulation, processing, and comprehensive documentation of technical and substantive program materials.
3. Document Compliance: Ensuring that all paperwork required for program activities meets rigorous institutional and regulatory standards.
4. Quality Assurance: Supporting review processes and quality assurance checks for documents submitted to secure a No Objection Letter (NOL) from the World Bank.
5. Follow-Up Actions: Helping to track and implement feedback, recommendations, or requirements provided by the World Bank and other key stakeholders.
6. Stakeholder Coordination: Acting as a bridge for effective communication between the Directorate, the SQTDP team, the World Bank, various ministries, regional governments, and external partners.
